Packaging Bans & Restrictions

State and local legislators must focus on practical strategies to increase circularity and participation in California’s recycling system – not outright bans that can negatively impact low-income and minority communities – and allow time for California’s nation-leading recycling law to be fully implemented before pursuing new waste-reduction policies.

● CASS encourages Californians to engage in SB 54's public comment period to ensure their concerns about the law's impact on local communities are heard. SB 54 is a landmark waste reduction law that establishes packaging recycling minimums and seeks to build a more circular economy in California.

● CASS does not support Los Angeles’ Sanitation and Environment’s Program Environmental Impact Report (PEIR) report recommending a bottle ban in the city.

● CASS is concerned that SB 1167, which would require dining establishments to provide non-recyclable cups for dine-in customers, will increase water usage, transportation-based carbon emissions, and create unnecessary cost burdens for local consumers.
